  • what to do with plagiarism?         

if a student is found guilty of plagiarism, what should a teacher do? fail the course, fail the paper, or what?

Fail the paper for sure. In some classes, a grade for the paper may count more than 25% and failing that paper should automatically give that student a C for the class.
