Originally, this program is put in place to counter the anti-Japan sentiment in the US. Do we still need it now?

I understand that part of the reason that this program exist was due to the general public's reluctancy to accept Japanese after WWII. However, i think having a permanent exchange program between two countries can only benefit the relationship rather than hurt. So, i think they should keep it running.
