Has the US government recently toughen up the VISA approval process?

I've heard that the US immigration has made it tougher for foreign visitors to enter the US using a traveling VISA. So, i'm sure they will do the same for students who are interested in coming abroad to study.

Ever since 9/11, the US government has clamped down on the granting of any type of VISA into the USA, including working visa, student visa, etc. The main concern the government has is people staying in the US after their visa have expired and becomes illegal immigrant.

Well, i think the immigration department is really looking at individual cases instead of making general assumption about who to get the VISA, etc. They will look at things like reason of visit, who you are visiting, how long you plan on staying, etc.
