General Description of the Position
The Director for Information Systems for Student Affairs will be responsible for all technical systems, to include the configuration and installation of all hardware and software, within the department. He/she will also be the administrator of all databases, access control systems, video and camera’s, reporting and scheduling software. The Director also works with outside vendors to schedule maintenance, facilitate repairs, and keep up to date with the latest technologies. This position reports to the Vice President of Student Affairs/Superintendent of Police.
Essential Functions & Required Knowledge, Skills and Abilities
Responsibilities for software include:
Access Control/badging for the University
Video Management Systems
Computer Aided Dispatch Software (CAD system/reporting)
Scheduling Software for the officers and dispatchers
State of Delaware DELJIS, Portals and LEISS
Recording system(s) for all communications center phones and radios
Cameras located on campus and off campus sites
Badge readers for door access campus wide
Maintaining offline locks database and encoding of the cards.
Responsible for Instant Alert database
Responsible for Public Safety Website
Responsibilities for hardware include:
Deploy and maintain server hardware and software for the University Police.
Evaluate and install new servers and workstations.
Evaluate and install server software, including operation systems, databases, and application.
Responsible for specialty hardware such as ID Cameras, Signatures Pads, ID Scanner and ID badge printers, as well as associated hardware for the offline locks system.
Responsible for network include TCP/IP, DHCP, Gateway, VPN and wireless setup and configuration.
Ability to work in enclosed areas and on ladders, also moving equipment to closets on campus.
Parking enforcement equipment
License plate recognition systems
Vehicle speed camera systems
Weapons detection systems
Daily Operational Duties include:
Responsible for physical and program maintenance of Campus wide ProWatch access control system (this also includes malfunction card readers, Panels, doors, DVRs, Cameras, Etc.)
Software installation on clients and server software maintenance
Troubleshooting hardware and software issues and getting the appropriate help from the vendor
Programming of time zones, clearance codes, card holder information and general site administration duties
Maintain and Manage Honeywell ProWatch Video Management System Software to be able to monitor all campus cameras in Dispatch
Check cameras and NVR’s daily for any problems campus wide
Provide access to e-mails and log on to all police personnel through Active Directory
Assist Student Affairs staff with changing log on passwords, and issues that arise with the databases.
Provide basic network skills include TCP/IP, DHCP, Gateway, VPN and wireless setup and configuration.
Apply critical and security updates to software/databases, servers, workstations and state systems
Train all the officers and dispatchers for any new software/databases
Encoding identification cards for offline locks for students, staff, and faculty for use of music labs and Science Center
Responsible for the acquisition of the computer hardware and software for the University Police
Responsible computer equipment hardware inventory
Facilitate problem resolution by working directly with vendors, I.T., and other departments on campus
Provide assistance with any issues arises after hours and on the weekends
Qualification Standards
Education: Associate degree in a technology/networking field plus 5 years of experience or 10 years of experience without a degree.
5 years of experience with managing VMS, access control systems and other commercial security applications.
Successfully pass a criminal history background check.
