General Responsibilities
The assistant registrar serves as a key member of the Office of Records, Registration, and Veterans’ Affairs [RRVA] team and provides input to the associate registrar on strategic planning and outcomes assessment, enrollment management, budget development, emergency preparedness, state and federal compliance, core work enhancement, performance management, and student record and data management. This position supports all facets of RRVA including, but not limited to student registration, graduation and commencement, FERPA and other state and federal compliance, student record integrity, institutional policies and procedures, and military community support.
The assistant registrar spearheads the design and implementation of college efforts to engage and sustain the military and veteran community’s successful transition from combat to classroom, and ultimately persisting to achieve their academic goals. This position serves as a subject matter expert for issues associated with the U.S. Departments of Veterans’ Affairs [VA] and Department of Defense [DoD] and the Maryland Higher Education Veterans’ Affairs office. The assistant registrar serves as the lead certifying official for veterans’ educational assistance and vocational rehabilitation and service members’ tuition assistance, submitting enrollment information and other required data to various entities. This position is responsible for environmental scanning to maintain awareness of and college compliance with changes to state and federal regulations affecting students, policies and practices. This position develops and coordinates college communication to students in the military community and training for campus personnel directly involved with overseeing their success. This position also spearheads education to the greater HCC community on issues impacting the military community. The assistant registrar contributes to the review, edit, and supply of information for college publications, and identifies and resolves discrepancies related to information about VA, DoD, state, and institutional programs for students in the military community. The assistant registrar provides vital assistance in the preparation of state and federal reporting on enrollment, graduation and Gainful Employment statistics.
This position may oversee RRVA in the absence of the registrar and therefore must be cross-trained in all facets of the office’s daily operations.
Work Performed
Serves as a certifying official for all military and VA educational assistance and vocational rehabilitation students and oversees submission of enrollment dates, enrollment certifications and verifications, certifications of student status changes, grades, and last dates of attendance, and maintains records required for state and federal compliance.
Supports the student registration process, advises students of registration processes and investigates challenges to student registration. Collaborates across departments to administer the college’s drop for non-payment process.
Represents RRVA as a member of the registration appeal committee and is the lead processor of student registration appeals.
Develops and maintains VA student handbook and office procedure manual for military processes. In addition to updating and training HCC employees on changes to policies and procedures affecting the military community, oversees campus advisory group to elevate the college’s services and resources available for the military community to promote the engagement and retention of this adult learner population.
Builds the military and veteran community on campus by serving as an advisor to the campus chapter of the Student Veterans’ Organization. Develops and oversees military student orientation involving student services and academic resources to address the full spectrum needs of the military community.
Performs environmental scanning to keep abreast of potential changes to federal and state regulations. Develops briefs for college leadership, synthesizing this information and determining the scope and impact of legislation on college policy and procedures.
Develops and implements communication plans for students in the military community via various forms of media including the college’s website, email, learning management system, and social media. Develops and disseminates information to the college community about veterans’ affairs and other opportunities for students in the military community. Identifies suitable advertising and marketing venues with regard to military and veteran students and responds to web surveys and other opportunities to demonstrate HCC’s commitment to the military community to the public.
Serves as chief point of contact for outreach efforts to the military community.
Assists with management of records, registration, and oversees veterans’ affairs, DoD, State and institutional processes, policies, and procedures for students in the military community. Coordinates all VA audits.
Chairs the college’s advisory group in support of the student military community, advising on issues impacting these students, and coordinates services and initiatives to enhance the military student experience at HCC.
Advises students in the military community on educational program requirements, the use of military and Veteran Affairs education benefits, and college support services. Serves on the military community scholarship committee and awards student institutional scholarships based on financial need.
Supports the Records, Registration and Veterans’ Affairs effort on timely enrollment reports for the state, and submitting enrollment, graduation, and Gainful Employment reports to the National Student Clearinghouse.
Identifies and resolves discrepancies related to deadlines, grades, billing, student verification, transcripts, and registration issues collaborating with offices including financial aid services, finance, admissions and advising, and academic divisions. Provides superior customer service to all stakeholders who utilize the office’s services.
Contributes to strategic planning and outcomes assessment, enrollment management, budget development, emergency preparedness, FERPA compliance, core work enhancement, and performance management; collaborates on the review of office and college publications.
Maintains thorough knowledge of FERPA, ensuring strict confidentiality and security of student records in accordance with FERPA and college policies. Provides information concerning FERPA to student, parents, faculty, and staff.
Attends constituency group and serves on cross-functional teams and standing committees at the request of the registrar.
Updates professional knowledge by attending professional meetings, conferences, and training sessions; represents college at MACC affinity group.
Supervises the military and reporting specialist, and may oversee the office in the absence of the registrar.
