Shared control of special education proved problematic

A remnant of the old Locke High persists in the special-education department, which provides services for students with disabilities.

Green Dot wasn't ready to take over this function, so it contracted with the Los Angeles Unified School District to provide and evaluate teachers, while Green Dot managed the program day-to-day.
