It is easy to sympathize with the 32 students at Kutztown University who are impacted directly by the school's decision to eliminate the men's interscholastic swimming and soccer teams. After all, the anticipated savings of $150,000 is the proverbial drop in the bucket when it comes to the school's approximate $119 million budget.

But the university also is anticipating a $2.5 million to $3.5 million budget shortfall in the fiscal year that will begin on July 1, and cuts are expected virtually....
