Texas senators undoubtedly will hear their constituents' voices when they start debating universities' ability to set their tuition rates. Votes on the Senate's tuition-limiting bill could come as early as tomorrow, and legislators know well many Texans' displeasure with rising rates.

We hear the same frustration from our readers, which is why we've urged legislators to embrace Republican Sen. Florence Shapiro's plan to let college freshmen carry the same tuition rate through four years.
