Hay asks why savings not found earlier

FITCHBURG — A wording change concerning the city’s nearly $1 million lease agreement with Fitchburg State College over use of the McKay Campus School will allow the city to count all of that money toward its state-obligated support of public education.

The change, which allows the city to take credit for hundreds of thousands of dollars it would not have been able to count before, took City Council President Stephan Hay by surprise.

“Did somebody just come up with this idea?” Mr. Hay asked....
