Next year, students at the University of Massachusetts will see a 15 percent tuition jump. The University of California System - which includes two of this university's peer institutions - is poised to hike tuition 9.3 percent. The University of Michigan at Ann Arbor, another peer institution, had a 5.6 percent tuition increase last year and another increase appears likely for the 2009-2010 school year.

Across the nation, tuition is climbing and university budgets are shrinking as state legislatures....
