TOPS has enabled many young people to attend and graduate college who otherwise may not have. For that reason I am offering the TOPS Preservation Act in this year's legislative session.

In my TOPS legislation, I attempt to bring some predictability and fiscal control to a program that I support and believe in. My concern at the time we adopted TOPS was that an open-ended government entitlement program would grow very quickly.
