For more than a decade, the Legislature has addressed a number of highly controversial policy problems by appointing so-called "stakeholders' groups" to come up with recommendations for legislation.
A group's members have expertise in the issue or a dog in the fight -- or both. For example, a knotty environmental problem would be debated in a stakeholders group that would include polluters, regulators, environmentalists and perhaps regular citizens.
