Editorial: Move carefully on student loans

The Obama administration must move carefully on federal college loans to make sure any changes truly result in a net gain for students and their families, both financially and in the broader area of access to higher education.

The administration proposes to replace a program that offers interest rate subsidies and loan guarantees to encourage third-party institutions to make college loans with one that will have the federal government making loans directly to students.
