Higher-education plan shortchanges students

A consensus seems to be forming that Arizona needs alternatives to putting all college students through the high-cost research-university model. As someone who has been thumping that tub for several years, the growing consensus is gratifying to me.

However - and wouldn't you know it? - it appears likely that Arizona will do the right thing the wrong way.
