Schools pass budgets that soon will be tossed out

If school boards grappling with 2009-10 budgets this month had to take tests in math or governance, they'd pass with flying colors. But if the exams were based on common-sense and practicality, the budget exercises fail grandly.

It's not their fault. As required by law, Silicon Valley school districts all will have passed next year's budgets by Tuesday. But many of the numbers in their ledgers will have to be tossed out whenever the Legislature finally ends its wrangling and passes the 2009-10....
