College costs threaten to push higher education out of reach

Few people were surprised to hear that the University of Delaware raised tuition for the coming year. After all, when was the last time you heard of a college lowering tuition?

The shock this time was the amount of the increase -- almost 10 percent. In the middle of the worst recession since the Great Depression, when Delaware is experiencing historic high levels of unemployment, when taxes are going up across the board, tuition is rising 10 percent.
