In a move to build support for a state tax increase or legalizing video poker, House Democratic leaders on Monday proposed a budget without funding for higher education.
The House Appropriations Committee, controlled by Democrats, approved a $27.8 billion budget that takes $1.3 billion in higher education funding out of the budget and places it in a special fund unsupported by any revenue.
The total of $29.1 billion in spending is $200 million more than Democratic Gov. Ed Rendell's budget....
