California’s Stimulus Education Funding Called Into Question

The Obama administration has threatened to withhold millions of dollars in federal education money from California schools because of a law that prevents the state from using student test scores to measure teacher performance.

That threat stems from a misunderstanding, said Superintendent of Public Instruction Jack O’Connell. State law does bar his office from looking at how well a teacher’s students do on standardized tests, but O’Connell said local districts have every right to do so.
