The New York State Senate majority and Mayor Mike Bloomberg reached an agreement Friday to vote on and pass school governance amendments that would create a training center where parents could engage in the educational system, promote arts education, strengthen the role of community superintendents and require schools to hold regular meetings to address safety concerns.
