State plan urges free college tuition

The state would provide free undergraduate college tuition for most students without raising taxes under a plan rolled out Monday by state Rep. Fred Durhal Jr.

The tuition would be funded through a new lottery, voluntary contributions from casino profits, private endowments and an income tax refund check-off box. The plan would raise about $1.7 billion over four years, enough to pay tuition for about 163,000 students, said Durhal, D-Detroit.
