Lottery, tutoring programs at center of education debate

Ron Sparks wanted people involved in early childhood education to know on Thursday that he has a plan to fund education and Medicaid if he is elected governor.



Sparks, who repeatedly mentioned his plan to tax gambling, was one of three candidates for governor who spoke at the annual convention for Home Instruction for Parents of Pre-school Youngsters, or HIPPY, which assists parents with school readiness.
