No regulation left behind - The state shouldn't penalize local school systems in hard times.

MARYLAND LAW requires counties to maintain at least the same level of school funding from one year to the next to receive state aid. The aim -- to ensure that education is not shortchanged -- is admirable. So it's more than a little perverse that this law could actually result in millions of dollars being taken away from Montgomery and Prince George's schools.
