Higher ed deal gains support

When Gov. Jay Nixon rolled out a plan in January to freeze tuition at state universities and community colleges by not cutting their appropriations, there was grumbling among Republican lawmakers that he superceded their authority.


"I'd like to spread the pain as far and as wide as possible," GOP House Budget Chairman Allen Icet said at the time.

The legislature, which controls the purse strings, could have balked at Nixon's deal and cut or increased funding for universities. But it didn't.
