The giant billboards looming over the streets of Rawalpindi, depicting smiling Pakistani students clutching British degrees, are inversely proportional to the cramped offices in the dilapidated buildings behind them.

Getting a student visa for Britain is big business in Pakistan, which is riven by unemployment and political instability. As a result a booming cottage industry of "education consultants" has sprung up - up to 4,000 businesses that process the hopes of young people hoping to study....
