SALEM — A House committee reignited an immigration controversy today, opening debate on a bill that would let graduates from Oregon high schools go on to pay in-state tuition, regardless if they are in the United States legally.

The hearing on House Bill 2939 opens the fourth campaign in eight years to extend in-state tuition rates to Oregon high school graduates who aren’t citizens or legal U.S. residents. Students promoting HB 2939 said they’re aware that past legislatures have resisted earlier....
