  • Organizational Unit Overview
    It is the mission of the Department of Pediatrics, East Carolina University School of Medicine, to provide exemplary education/training of physicians in Pediatric Medicine at the undergraduate and graduate levels. Additionally, it is the mission of the Department to provide model comprehensive primary and consultative subspecialty care to children of eastern North Carolina, to advance scientific knowledge through basic and clinical research, and to provide continuing medical education opportunities for physicians in the region.
    Job Duties
    Financial Management – Assist in the preparation of budgets for equipment, staffing, and operating expenses and prepare revenue forecast for income: ECUP funds (contracts), state allocated institutional funds, sponsored research funds. other contracts, funds generated from teaching activities, and all ECU Medical Foundation accounts. Monitor projected vs. actual revenues and expenses within each of the categories noted above, analyze extensive data, develop proposals with several options for addressing budget issues, and recommend to the Department Administrator those changes necessary to sustain the financial viability of the section. Research, assess and evaluate sources and prices to determine best prices for supplies and equipment purchased by the section. Assist CADA to conduct feasibility studies and costs/benefit analyses of proposed new services, outreach activities, and /or equipment purchases. Oversee department allocated faculty accounts and ensure the prompt and accurate preparation of required documentation. Assist in the department’s budget development process. Assist in the preparation and control of the budget submitted to Administration for state, practice plan, grant/contract, and foundation activities. Analyze date/reports and recommend cost-effective expansion such as lease vs. purchase of new facilities, space, and other resources.

    Personnel Management – Staff Recruitment: Oversee staff recruitment, interviewing and selecting financial support staff. Position Management: Assisting in the determination of staffing requirements by recommending changes to existing positions and determining need for new positions. Supervision: The manager exercises direct or indirect administrative supervision of financial personnel within the department. The Administrative Manager also makes recommendations, regarding funding of positions. Direction and Evaluation of Staff Work: The manager sets priorities for the assignment of work to financial support staff, adjusting work balances as required to accommodate shifting levels of demand. The manager completes performance appraisals for financial support staff and assures compliance with personnel policies.

    Facilities Management – The manager assists CADA and Chair in determining the mix of space needs and solutions within the use of new and existing facilities. Coordinating with the administrative team, the manager considers proposed changes in the number of faculty, supports staff requirements, and specific contractual commitments regarding office space and support staff. Once needs are identified the manager assists in arranging for necessary modifications and /or renovations, overseeing the progress and completion of each project.

    Contract Negotiations – Generally within the context of developing new services or providing services to external medical groups, affiliated institutions, etc., the Administrative Manager will assist the Department Administrator and Chair with contract negotiations by providing pertinent information to be used intense negotiations and by suggesting appropriate strategy and language for successful conclusion of an agreement.

    Sponsored and Non-sponsored Research Management – Following awarded, the Administrative Manager monitors expenditures, coordinates all administrative aspects, anticipates the need to develop renewals, and advises the principal investigator concerning financial management.

    CLINICAL SUPPORT POSITION – NOT SUBJECT TO STATE HUMAN RESOURCES ACT.

    Employment in this position provides eligibility to participate in the UNC Optional Retirement Program (ORP) which offers matching employer contributions and employee control of investment choices, along with eligibility to participate in various Voluntary Supplemental Retirement Plans (401k, 403b, 457). This position is not eligible to participate in the NC Teachers’ and State Employees’ Retirement System (TSERS). Additionally, this position offers multiple voluntary options for Medical, Dental, Vision, and Life Insurance as well as various supplemental plans including Critical Illness, Flexible Spending Accounts, Cancer, and Disability.

    While this position is not automatically eligible for the NC Teachers’ and State Employees’ Retirement System (TSERS), new hires transferring from another North Carolina state agency and current ECU employees transferring internally who had been enrolled in TSERS in their previous employment will continue participation in TSERS. These individuals may be able to elect to participate in ORP if they had not been offered that option at the time of their initial enrollment into TSERS.
    Minimum Education/Experience
    Graduation from an appropriately accredited four-year college with a degree in business administration, public administration, health care administration, or a related program and three years of clinical or administrative management experience; or an equivalent combination of training and experience is required.
    License or Certification required by statute or regulation

    Preferred Experience, Skills, Training/Education
    Advanced-level knowledge of issues in health care reform and managed care
    General health care administration experience in an academic clinical environment.
