Inslee: Close loopholes, boost basic education

Gov. Jay Inslee on Thursday proposed a $1.26 billion boost in basic K-12 education spending, in response to a court-ordered requirement, and proposed to pay for it by closing loopholes, permanently extending temporary taxes, plus putting a sales tax on non-residents who shop in the state.
